Socio-economic evaluation of the West Railway Corridor of Greece

The study is focused on the socioeconomic assessment of the development of railway transport infrastructure between Igoumenitsa-Ioannina-Kalambaka-Kozani (Section A) and between Ioannina Rio (section B) in Western Greece. The specific transport infrastructure development is considered in the context of the creation of an efficient intermodal transport “Gate” in South East Europe, which will facilitate the accessibility of the Central and North European Markets.
This study, has reviewed all the previous studies on the subject and by taking into account the evaluation criteria applied by HLG for assessing project importance attempts to:
– Assess the cost related to the realization and operation of the necessary rail and port infrastructure taking into account existing technical studies and the latest experience of OSE regarding cost of construction.
– Finalise forecasts of transport demand for passenger and freight, for domestic international and transit flows that the intermodal “gate” will serve, and assign transport volumes on the specific parts of the infrastructure for the time period beyond the 2015 when the full operation of the proposed “intermodal gate” will be available.
– Calculate economic benefits resulted from the operation period.
– Estimate the social benefits resulted from the project realization and which are mainly related to external cost of transport, environmental impacts, and regional development impacts.
