Feasibility Study for the Evaluation of the Alternative Scenarios for the structure of the Coastline Shipping of small islands in Aegean Sea (unprofitable network)

This study consists of five stages:
1. Analysis of the present conditions The aim of this stage is to collect and analyse the data, which establishes that the service for some islands is «unprofitable» considering the fact that is not possible to defray the operational needs of the vessels. It should also take into account that the present conditions after the withdrawal of the cabotage is not likely to be improved, and there isn’t any business interest neither at the moment nor in the future to cover the service (or at least under which circumstances the interest could being developed).
2. Quantification of alternative forms of structure. At this stage, the possible alternative forms of structure of the «unprofitable network», which could being implemented in the case of Aegean Sea are presented, quantifying also all the elements which are involved in each «alternative structure», for example the number of the journeys and the number of the islands included in the service, the predicted passengers per journey, the number of required vessels and their main characteristics (e.g speed), etc. In addition, the legal and institutional changes required are listed for each alternative structure.
3. Cost – Benefit Analysis. This stage consists of a complete analysis of the costs and the benefits, which arise from the implementation of each of the alternative forms of structure. The scope of this analysis is concentrated on to a complete and objective evaluation of the costs and benefits.
4. Evaluation of the Alternative Structures. At this stage, a multi-criteria evaluation of the alternative forms and structures of service is taking place. In addition, the criteria required are defined and are weighted, in order to select the most beneficial and financial viable structure.
5. The timetable of the activities (Business Plan). The scope of this stage is to create a complete timetable of activities accompanied by the corresponding costs and results (in the form of a «Business Plan») in order to motivate the implementation of the necessary tasks and to monitor the progress accomplished for each stage of the implementation.
