Description
The ports of Venice (Italy), Ploce (Croatia) and Igoumenitsa (Greece) Adriatic & Ionian representing major hubs in the corridor for shipping, connecting mainland Europe to Asia and southern Mediterranean areas, cooperate to increase their passengers, vehicles and cargo handling efficiency and productivity within a secure environment.
Optimal performance can only be achieved by introducing a better organization of port operations through smart PCS (Port Community Systems), capable of improving the interface between the various stakeholders, and port management. One important area of priority intervention that is necessary to achieve better efficiency associated with the management and control of the required documents relies on efficient management of the arrival or departure of ships or passengers.
The scope of the project – implemented under the program IPA ADRIATIC – is the port process analysis and the requirements collection in order to implement a PCS using the concept of “single window” and link the system to be implemented with the overall Common Window project APC.
The project includes – among other tasks, the following actions:
• Development of IT application to manage the arrival and departure of ships.
• Development of IT application, customs clearance of imported goods.
• Development of IT application, clearance of exported products.
• Development of IT application, reservation of parking spaces for carriers and travelers.
The APC system will be developed based on the principle of “single window”, allowing users of the Igoumenitsa Port Authority that are involved in trade and transport sector to use on-line, standardized documentation for imports, exports and transit, customs requirements and reservation of parking spaces in the port area.
The overall system for implementation should cover the following functional areas:
– Management of Vessel Departure and Arrival: both for purposes of compliance with international and European regulations concerning information about the arrival and departure as well as the coordination and management of available berths from the side of the IPA
– Managing Customs Operations: to improve computerization and communication with Customs Authorities and the provision (with the Customs Authorities) of the possibility of timely information to IPA of any problems or outstanding issues in relation to their requirements
– Management of parking space: to provide the optimal management of the available parking space but also provide value-added services to customers of the Port.
