Description:
The project relates to the planning of inter-urban public transport services, with reference network the Transeuropean Network (TEN-T) of Cyprus. The aim of the project is to optimize the inter-urban public transport services by studying (a) the connection of major urban areas of Cyprus (Lefkosia, Lemessos, Larnaka, Ammochostos and Pafos), (b) the connection of the major urban areas with the special land uses (airports, ports, universities etc.) and (c) the connection of the major urban areas with major touristic destination of Cyprus.
The project includes three (3) implementation phases:
Phase A: Recording and analysis of the existing supplied inter-urban public transport services in the Study Area (Traneuropean Axes of Cyprus) and includes:
– Inter-urban bus surveys (bus terminals, passenger trips, travel time, passengers spot measurements)
– Reporting of the road network
– Road operational characteristics surveys (traffic counts, classification of traffic, turning movement counts and travel times)
– Trip characteristics surveys (road side surveys, surveys on the interchange stations, survey on passenger terminals, stated preference surveys, taxi operation surveys)
Phase B: Recording and analysis of stakeholders for the Inter-urban Public Transport System which includes:
– Recording of all stakeholders – administrators who are involved in the supply of the existing inter-urban public transport services
– Recording and analysis of the views of the key stakeholders regarding their scope of works, the existing “obstacles” and the proposals for the restructuring of the whole system.
– Recording of all the views of the remaining stakeholders in the inter-urban public transport system of the study area, as the companies of public transport, the central Ministry administration, the municipalities/ communities, the administration of ports/airports/ large commercial centres, as well as, the users of public transport.
Phase C: Proposals for the optimum planning of the inter-urban public transport system within the area. The phase includes the following activities:
– Development and calibration of a suitable 4- stage transportation model for the simulation of the existing conditions and of the proposals/scenarios.
– Formation of at least 2 alternative scenarios for two time horizons (2010 and 2020)
– Estimation of proposals’ cost implementation, estimation of the proposals’ viability and proposals for the proposed system implementation and operational funding.
– Determination and evaluation of the proposals’ effects at the infrastructure, at the traffic levels and at the study area’s development.
– Proposals for the optimum organizational and legislative framework which shall be applied in the inter-urban public transport services of Cyprus.
– Participation / support of the Contracting Authority in the formation of communication strategy with the key stakeholders and the users.
