The main aim of this project is to organize a Business Plan for the Road Safety Scheme of the Hellenic Ministry for the Environment, Physical Planning and Public Works, and being a part of the effort to improve the road safety in Hellas. In addition, YPEHODE accomplishes to comply with the guidelines of «Strategic Road Safety Scheme 2001-2005» with the help of the Business Plan, which makes an attempt to define and implement measures focusing to improve the «road environment», which is considered as one of the most important factors involved in an accident. In particular through the implementation of the stages of the project the followings result:
1. Presentation of the resentation of the present conditions regarding the road safety with special reference to the «safe road environment» (infrastructure)
2. A critical review of relevant Business Plans implemented in other European countries.
3. Evaluation of present proposals regarding Road Safety by the Local Authorities.
4. Definition of a methodology of identification of «black spots» and selection of remedial engineering in urban and rural network – (stating of guidelines).
5. Finalization of the aims of the Business Plan and relating the aims with the final activities, the description “detailed” activities and “parallel” activities cooperating with other authorities and the estimation of the cost of these activities (reviewing the financial viability of the Business Plan). The search of funding, the prioritization of the activities and the timetable of their implementation, and the evaluation of the results of the Business Plan are also considered as important output of the project.
6. Creation of a “Scheme of Actions” for the time period of 2001-2006, with special reference to the proposals of the National «Strategic Road Safety Scheme 2001-2005». At the same stage of the study, for each “sub-scheme” there is an attempt to quantify the targets and their costs, accompanied by the relevant timetable (always according to the financial viability).
7. An attempt to relate the Business Plan and the “Scheme of Actions” with criteria of funding, allocation of the activities to different funding programmes, and estimate of the rate of funding followed by respective adjustment of the timetable of the Business Plan.
8. Stating the requirements regarding the management and monitoring of the Business Plan and its proposals referring to organization. service characteristics in the small islands of the Aegean Sea (unprofitable network)
