Greece does not yet possess an organised Freight Centres network which could attract durable freight flows from the wider area and contribute in the competitiveness of greek enterprises and the economy in general. The requirement for sound planning and structuring of a national Freight Centres network strategic development tends to be more intense today when the demand for respective services becomes noticeable and is expected to intensify.
The study mainly aims at planning and evaluating the feasibility and economic viability of a Strategic Master Plan for the Development of an Intermodal Transport Nodes’ Network (National Freight Centres Network) taking into consideration the preconditions necessary for these nodes’ integration into the Trans-European Transport Network. In the framework of this target, the following tasks are undertaken:
• Definition of the Hellenic Freight Centres Network at a national and regional level
• Selection of Freight Centre location within the six wider areas identified
• Demand assessment and analysis and identification of the areas, facilities and equipment necessary in each Freight Centre (FC)
• Layout Master Plan for each FC
• Development cost assessment for each FC
• Identification of a viable business model for each FC
• Freight Centres’ integration within the local business communities
• Techno-economic viability assessment of each FC
• Socio-economic evaluation of each FC and the FC network as a whole
• Scenarios investigation for financing schemes and attracting investors
• Compilation of the Terms of Reference for FC implementation
• Development of Strategic Development Plans and Marketing/Promotion Plans
