Feasibility Study of the Siatista-Kristallopigi motorway

The study was assigned to TREDIT S.A in 1996 by the Ministry of Environment, Physical Planning and Public Works. The basic aim of the construction of the road is to improve the existing road network and consequently the transport infrastructure in the region so as to support the economic development of the region.

This motorway will be the major vertical link between Greece and Albania and will be connected with another major scheme, the Pojan-Proger-Kapshtice motorway. In addition, the Siatista-Kristallopigi motorway will be one of the vertical links of Egnatia Odos and will play an important role since it will be used for the Greek-Albanian trips and from the international through traffic.
The study consisted of two phases. In the first phase the following tasks were carried out:
• Examination of the socioeconomic environment and indicators (population, employment, etc).
• Examination of the existing in the region infrastructure (road and rail).
• Estimation of the existing passenger and freight traffic flows.v The second phase of the study consisted of the following:
• Forecasting of traffic volumes for the different scenarios.
• Accident analysis.
• Cost-benefit analysis.
The results of the study were based on the traffic forecasts and the economic analysis made. Finally, 8 different investment were examined in this study. The evaluation was based on the criteria of the Net Present Value and Internal Rate of Return. The NPV was found to be negative for all combinations, and the value of IRR was found very small. Therefore, the implementation of the scheme will not be profitable.
It is noted that the construction of the road would be worth while if the investment cost was less than 25 billion drs.
