The scope of the project was the strategic design, the configuration and evaluation of proposals, standards and policies and the development of a management software for national maritime transport in Greece, aiming at the modernization of the coastal transport in Greece (network, ships, port infrastructure, framework) in order to meet the following targets:
• Indemnity of cohesion of the insular area in the framework of the demands of the Specific Statement for the insular areas of the Amsterdam Treaty, with the development of an optimized network of coastal transport and support of the development endeavor and potential of our islands.
• Adaptation in the directions of the relative policies of the EU and especially of those who concern the deregulation of the Community’s inland transport policies and indemnity of a smooth transition in the new system of free competition with a subsequent indemnity of basic demands of public service supply.
• Step-up of the available services in conjunction with an increase of level of security and reduction of carriage time and decrease of value of carriage.
• Renewal and adaptation of the fleet to the demands of the insular area.
• Development of a simulation software and evaluation of alternative scenarios for rationalization, abetting and acceleration of the decision-making process from the Management. The integrated software platform connects GIS, traffic model, econometric model and the “what if” model analysis.

• In depth analysis of the existing situation and the maritime transport characteristics in the Aegean.
• Study of expected impacts by the change of the maritime transport institutional framework and the air transport in the area development.
• Development of a decision support system that will allow the simulation of future conditions (maritime transport development scenarios) and their impact evaluation.
• Proposals, measures and policy configuration and evaluation, aiming at:
– the provided service improvement
– the maritime transport system management improvement
– the without lurches transition to the new, free of competitiveness, system with the simultaneously indemnity of the basic requirements Civil Service supply, where needed, and the best possible support of our islands’ development.
