The objective of the consulting services is the compilation of a integrated and compliant with the Greek and international practice on these subjects Master Plan for the safety of the rail transport and its infrastructure in view of the 2004 Olympic Games, in Athens. The term “safety” refers to the protection of the passengers, the rolling stock, the building infrastructures of the Organisation (OSE) from any illegal actions that may be attempted before, during and after the 2004 Olympic and para-Olympic Games.
The four phases of the project include:
Phase A: Identification of the OSE needs. Tracking of the week infrastructure, superstructure, settlement and rolling stock points, for which safekeeping before, during and after the 2004 Olympic and para-Olympic Games will be required.
Phase B: Elaboration of an Integrated Safety Plan (ISP) that can secure the organisation from any illegal actions upon the infrastructure, superstructure, settlement and rolling stock points, as well as upon passengers and personnel, in order to safely meet the needs of the rail transport in Greece before, during and after the 2004 Olympic and para-Olympic Games sufficiently and successfully.
Phase C: Evaluation of the ISP proposals implementation time and cost
Phase D: Examination of the possibility and/or feasibility for OSE to keep the whole or part of the equipment used, after the end of the Olympic Games in a proper financing way.

Role of TREDIT:
– Incident collection / analysis in OSE settlements
– Identification of the current organizational structures and infrastructures on safety subjects
– Reviewing of the operational risks of the Olympic Games and the international experience
– Definition and grouping of the week infrastructure, superstructure, settlement and rolling stock points
– Risk analysis
– Basic and detailed planning of ISP
– Draw up of specifications for the proposed security systems
– Evaluation of the ISP total implementation time and cost
– Examination of the possibility and/or feasibility for OSE to keep the whole or part of the equipment used after the end of the Olympic Games in a proper financing way
