The scope of the study entitled “PLANNING OF A SERVICE NETWORK OF PUBLIC MEANS OF TRANSPORT FOR THE NEW MUNICIPALITIES OF THESSALONIKI INCORPORATED INTO “KAPODISTRIAS PROGRAM” WHICH ARE NOT SERVICED BY THE ORGANISATION OF PUBLIC MEANS OF TRANSPORT” (OASTh) originally anticipated the determination of the needs of urban and inter-urban means of transport of the new 24 Municipalities of Thessaloniki incorporated into “Kapodistrias Program”, which under the current situation are not serviced by the Organization of Public Means of Transport.
These needs mostly concern the movement of the population related to work, education, settlement of personal matters (administration, authorities), recreation, shopping etc, which is limited (starting point and terminal) between Municipalities (or within a certain Municipality), as well as within the town limits of Thessaloniki.
The study proposed a new bus network (consisting of a main branch and local lines) to service all areas belonging to the Prefecture of Thessaloniki.
The appropriate frequency of this new bus network service was evaluated basing on two criteria:
a) servicing both the existing and future passenger needs, b) cost effectiveness of the Agent performing the project. The main purpose of the study was the planning of a system of Public Means of Transport, operating with the best functional effectiveness both for the passengers as for the Agents (OASTh, KTEL-Public Organizations of Transport of Thessaloniki). Another major purpose of the study was to succeed in providing for the best possible social work, as the Public Means of Transport are obliged to, ensuring that the population has an easy and cost effective access to various destinations.
The proposed project was determined and its cost was evaluated in detail, in order to enable the calculation of countervailing payments (financial supporting), which need to be paid to the performing transport Agents (OASTh, KTEL), depending on the anticipated transport project and the anticipated policy of pricing
Role of TREDIT:
– Determining the current and future passenger demand for urban and inter-urban transportation within the Prefecture of Thessaloniki.
– Designing of a new bus network.
– Determining the new frequency of bus circulation
– Calculating the project’s cost and the required countervailing payments of the different feasible alternative solutions, on behalf of the Agents performing the new transport project
