Description:

The programme is a continuation of the assistance provided under the Mediterranean Motorways of the Seas project I and as such builds upon the results of the prior project and/or extends the activities. Keeping this in mind, the project aims to promote integrated, effective and efficient intermodal freight transport and maritime transport links between the EU and the Mediterranean partner countries (and between the Mediterranean countries themselves) as well as further connections to the hinterland passing by logistical centers. The project should increase the capability of countries to deal with logistically complex transport flows to be able to profit most from the opportunities offered by globalization and free trade agreements, in that way the project will assure the consolidation and subsequent implementation of the so-called Road Map for the development of MEDAMOS projects in the Mediterranean which was developed during the MEDAMOS I project and will contribute to the development of the extension of the Motorways of the Seas network to neighboring countries.

To that purpose,
– dedicated technical assistance activities will be implemented for the relevant authorities at national level mainly focusing on regulatory reforms,
– assistance shall be given to a number of concrete MEDAMOS projects and
– the project shall carry out the analytical work and communications activities related to the development of a Master Plan for the extension of the Motorways of the Seas to the southern neighboring countries.

In this way the project supports the implementation of the Motorways of the Seas in the Mediterranean as the maritime leg of the Trans Mediterranean Transport (TMT) Network (which is currently being developed) and as such also assures the connection between the ports to the terrestrial part of the TMT network. The development of the MEDAMOS pilots’ projects was also identified as one of the key initiatives in the Ministerial declaration on the establishment of the Union for the Mediterranean.

The geographical area to be covered is the ENPI south region. As members of the Union for the Mediterranean, Turkey, Albania, Bosnia and Herzegovina, Croatia, and Montenegro will be invited to participate in the programme. The direct beneficiaries of the project are the Ministries of Transport, sea port authorities, customs authorities etc. It is also foreseen that the following private sector parties, such as maritime transport operators, port operators, logistic companies, freight forwarders, railway companies, importers and exports will be targeted.
The specific activities of the Project are as follows:
– Awareness-raising and capacity building for MoS in the ENPI South
– Implementation of a programme focused on regulatory reforms
– Promotion of the integration of MEDA MoS in the overall TMT network.
