The scope of the BELGRADE SMARTPLAN is the creation and provision of a base for decision on the upgrading of the transportation network in the city of Belgrade, but not the decisions themselves. To fulfil the requirements of a decision support system, findings of the project have to be discussed with those making decisions, since there is often more than one possible solution for an identified problem. A continuous discussion with the responsible administration and the relevant stakeholders will be part of the project.
In addition, all results have to be communicated in a transparent manner to ensure the realization of SMARTPLAN based on comprehensive information. It is also part of the study to prepare the dissemination of the results for political discussion and to provide material for the information of the public to support public discussion and acceptance of results.
First of all, the study comprises an overall analysis of the current situation as far as the road, rail, river and air transportation means are concerned. En suite, the establishment of facts about Belgrade transportation system includes the examination of relations existing in the current transportation system, and relations between the traffic, social, and economic characteristics of an area and its purpose, that have been created within the frameworks of the existing plans and other documents. Based on the socio – economic data previously mentioned several alternative scenarios are developed regarding the time horizons: 2009, 2012, 2018 and 2021.
Both the analysis and modelling of the current situation and the creation of alternative scenarios concerning the development of the Belgrade future transportation system will be based on the use of the existing transport model of Belgrade and the software (VISUM).
The purpose of creating different scenarios concerning the development of a future, integrated transportation system in Belgrade is:
– harmonized development of all elements of each sub-system regarding its timeframe and location, depending on its importance and role in the system – planning optimum financial capacities, and its sources needed for the implementation of parts of the system that should strive to create functionally transportation system – Belgrade transportation system based on the minimum of negative impacts on environment
