The BETS study, assigned by the PHARE programme, included the development of appropriate traffic forecasting models and the application of environmental impact assessment models for the prediction of traffic and environmental conditions in the city, for different scenarios of the Transport Infrastructure developments. Based on these traffic predictions a set of recommendation was formulated, including proposals for freight terminals location, delivery practices, and the application of ATT technologies.
For the purposes of this study a state of the art Integrated Modeling Platform, has been developed, based on the GIS technology.
The platform comprises a computing environment which integrates ARC Info (GIS Software), EMME/2 (traffic modeling and forecasting software), and PAL (Pollution forecasting model). It is a powerful tool for supporting the development of alternative transport infrastructure scenarios, the traffic forecasting, the environmental impact assessment and the decision making process.
Based on the traffic and environmental models and the integrated platform, various scenarios were designed and tested. The estimation of the societal, traffic environmental, and economical indices led to the selection of the scenario and the individual projects, which accommodate best the travel demand of the city, preserving, at the same time, the environment. An environmentally-friendly “green-modes” network was also designed, including pedestianization, bike routes and the establishment of parking schemes and policies.
